


On the whole Czech Republic territory CENELC.CZ will represent and propagate the activities of RECEP/ENELC (European Network of Local and Regional Authorities for the Implementation of the ELC), UNISCAPE (European Network of Universities for the Implementation of the ELC) and CIVILSCAPE (European Network of NGOs for the Implementation of the ELC) integrated in EUROPEAN LANDSCAPE NETWORK.
CENELC.CZ will support, coordinate, collaborate, negotiate, and assist to all local, regional, and national authorities, to citizen, non-governmental, and non-profit associations and organizations, to scientific and research institutions, to colleges and universities implementing the ELC principles and preferring the principles of subsidiarity in their accession to the EUROPEAN LANDSCAPE NETWORK and subordinate networks, including their mutual communication and administrative actions.
CENELC.CZ will associate, support, and concentrate the energy of individuals who are able and willing to put their knowledge, experience, and natural authority to contribution and promotion of the ELC implementation principles and helping to raise the citizen awareness level in regard to sustainability of values, roles, and changes of cultural landscape in the Czech Republic and the whole European Community as well.
CENELC.CZ was create to express the active citizen initiative – “the grassroots approach” with the aim to ensure the support of the application of sustainability principles in the implementation of the ELC in the whole territory; with the goal of reaching the full recognition of all values, roles, and significance of the cultural landscape in the Czech Republic.
Since 1st of October 2004, the ELC came into force in the Czech Republic. On 24th of January 2005, the treaty has been published in the List of International Treaties of the Czech Republic, (item 6) under No. 13 as the Statement of the Ministry of Foreign Affairs of the Czech Republic about accession to the European Landscape Convention. The Resolution of the Czech Government No. 1049 dated on 30th of October 2004 charged the Ministers of Environment, Agriculture, Local Development, Culture and Education, Youth and Physical Education to implement the ELC in the Czech Republic. A great number of supportive documents have been worked out for this reason till nowadays. However, the practical implementation of the ECL in the Czech Republic is not yet proceed fully due to the fact, that the political parties, public authorities, and the executive administrations have not started to endorse and increase awareness of landscape importance; and also there is no political declaration of landscape as one of the main prevailing values and priority of the sustainable development of the Czech Republic yet.
The task aimed at the change the attitude of the Czech society and public awareness regarding the cultural landscape is the reason for founding CENELC.CZ and its main goal and challenge for the CENELC.CZ founders and all members in their future outcome of the activities.
In accordance with the current Czech Republic legislation and utilizing all legitimate means available, CENELC.CZ will strive to accomplish the following goals:
CENELC.CZ will promote and support the realization and fulfilment of the ELC particular articles in principles of subsidiarity and sustainable development; to strive for full ELC implementation into the Czech Legislative Order, namely into the legislation framework of spatial planning, landscape protection, management and planning.
CENELC.CZ will assist in increasing of the civic public awareness of sustainability, values, tasks, and significance of cultural landscape in the Czech Republic.
CENELC.CZ will promote and support an active participation of the public, local, regional, and national authorities, citizens and interest groups, non-governmental and non-profit organizations, scientific and research institutions, colleges and universities at practical application of ELC principles and sustainable development in projects and programs aimed at the protection, management, planning and increasing the value of all landscape types in the Czech Republic.
CENELC.CZ will strive for integration into EUROPEAN NETWORK for the implementation of the European Landscape Convention – ENELC.
CENELC.CZ will establish a platform for the mutual cooperation between the Czech entities with RECEP/ENELC (European Network of Local and Regional Authorities for the Implementation of the ELC), UNISCAPE (European Network of Universities for the Implementation of the ELC), and CIVILSCAPE (European Network of Non-governmental Organization for the Implementation of the ELC).
CENELC.CZ will strive for these reasons to establish a real permanent CENTRE OF THE EUROPEAN NETWORK FOR IMPLEMENTATION OF THE ELC IN THE CZECH REPUBLIC (further on just CENELC.CZ CENTER) to become practical, technical, and political forum (so-called CZECHPOINT) for a dialogue concerning landscape significance for sustainable development of the Czech Republic among the partners from the local, communal, regional and national politicians, authorities, experts, scientists, architects, urban planners, engineers, technicians, other professionals, representatives of the decentralized self administration and non-governmental organizations including the general public.
CENELC.CZ will apply to become a RECEP/ENELC territorial representative in the Czech Republic and to become a member of CIVILSCAPE.
CENELC.CZ will strive for an active public engagement of local, regional, and national authorities, citizen, non-governmental and non-profit groups and organizations, scientific and research institutions, colleges and universities in EUROPEAN NETWORK for Implementation of the European Landscape Convention – ENELC and subordinate networks and will inform all interested parties about the activities and advantages of membership in these organizations and in CENELC.CZ
